Background
Asia-Pacific is one of the most dynamic regions of the world, encompassing high-income and middle-income economies as well as Least Developed Countries (LDCs), Small Island Development States (SIDS), and Landlocked Developing Countries (LLDCs). With policymaking explicitly incorporating industrial policy approaches, governments are confronted with several issues: the role of advanced digital technologies and artificial intelligence (AI) in industrial job creation, the rise of protectionism in high-income countries, the possibilities of green growth with energy transition and decarbonization, the relocation of regional supply chains, and the insertion of Asia-Pacific countries into existing global value chains.
Tackling these important issues calls for a new thinking in industrial policy design and implementation. Modern industrial policies should help Asian countries address the global polycrisis (COVID-19, climate-change-induced catastrophes, and geopolitical frictions) while taking into account ongoing megatrends transforming the industrial sector. These megatrends include rapid technological change, a growing global population, environmental degradation, and heightened political tensions, which present new challenges to the developing world.
The industrial sector plays a pivotal role in this volatile environment, given its strong linkages to other societal and environmental goals. When industry is aligned with the SDGs, it can ignite innovation, create decent jobs, and contribute to climate change mitigation. However, industrialization does not happen on its own. It requires coordinated efforts and carefully designed policies.
Building on the key findings of the Industrial Development Report (IDR) 2024 and the case studies showcased under the regional chapter on Asia-Pacific, this event will provide a platform for policymakers, academia and the private sector to come together, discuss industrial policies in action across the region, and exchange knowledge and best practices for the achievement of the SDGs.

Agus Gumiwang Kartasasmita, Minister of Industry, Indonesia
Agus Gumiwang Kartasasmita is currently serving as the Minister of Industry in Indonesia, a position he has held since October 2019 as part of President Joko Widodo’s second-term cabinet. Before this, he was the Minister of Social Affairs from 2018 to 2019, where he received recognition as a Social Solidarity Revitalization Figure. His recent roles highlight his leadership in both industry and social welfare sectors within the government. Notably, he was honored at the “Advanced Indonesia Award 2018-2019” event for his contributions to revitalizing social solidarity.
Tri Tharyat, Director General for Multilateral Cooperation, Ministry of Foreign Affairs, Indonesia
Inaugurated as the Director General for Multilateral Cooperation on 28 April 2022, H.E. Ambassador Tri Tharyat is a career diplomat who joined the Indonesian Ministry of Foreign Affairs (MoFA) in 1991. At the Ministry, he has been assigned to handle a wide range of issues, from those of consular and legal affairs to those of multilateral affairs. His last position was the Minister's Senior Adviser on Political, Legal and Security Affairs. As for his overseas missions, Ambassador Tharyat has been assigned in almost all types of Indonesian Foreign Missions, from Embassies in Nairobi and Paris to Permanent Mission to the United Nations in New York. Prior to assuming his duties as the Indonesian Ambassador to the State of Kuwait in Kuwait City from 2019 to 2021, he served as the Indonesian Consul General to Hong Kong SAR and Macau SAR in Hong Kong, China from 2016. Graduated from Padjadjaran University School of Law in Bandung, Indonesia, majored in International Law in 1990, he continued his studies in Economic Institute, University of Colorado at Boulder, Colorado, USA in 1995 and University of Pennsylvania School of Law, Philadelphia, USA from 1995 to 1996 majored in International and Comparative Law. Не also participated in various professional trainings and courses. For his achievements, he received numerous awards from Indonesian Presidents, Minister for Foreign Affairs, Minister for Administrative and Budget Reform as well as Ombudsman Indonesia.
Tri Supondy, Director General for International Industrial Access, Ministry of Industry, Indonesia
Tri Supondy serves as the Director General of Industrial Resilience, Regional Affairs, and International Industrial Access at Indonesia's Ministry of Industry. In this capacity, he oversees initiatives aimed at enhancing industrial resilience, fostering regional development, and facilitating international industrial cooperation.
Byungsik Jung, Deputy Dean, Asian Development Bank Institute
Byungsik Jung joined the Asian Development Bank Institute (ADBI) as Deputy Dean in September 2024. His professional areas of expertise are international finance, trade agreements and international tax. His interest as Deputy Dean of ADBI lies in labor migration, regional economic integration and supply chain stability through regional trade agreements, alternative dispute resolution including mediation and international tax cooperation.
Prior to joining ADBI, he was the Director General for International Tax in the Ministry of Economy and Finance, Republic of Korea. He covered the Two Pillar Solution in the Inclusive Framework and was involved in the negotiation for terms of reference of the UN International Tax Cooperation Framework Convention as bureau member. He also worked for the international finance bureau in the Ministry of Economy and Finance as a Deputy Director General and served as a co-chair of the G20 International Financial Architecture Working Group for two and a half years from August 2019. He was responsible for the negotiations for various tax treaties and numerous free trade agreements between the Republic of Korea and other countries.
He earned his Doctor of Juridical Science (S.J.D.) in international trade laws from American University Washington College of Law in 2008 and his LL.M. degree in financial law from Georgetown Law Center in 2007. He earned a bachelor of law degree from Korea University in 1994. He was admitted to the New York Bar in 2008.
Keun Lee, Distinguished Professor, Seoul National University
Keun Lee is Distinguished Professor of Economics at the Seoul National University, as well as the Fellow of the CIFAR (Canada), the President Elect of the Korean Economic Association, and the Chairman of the Center for Economic Catch-up. He is also an editor of Research Policy, and associate editor of Industrial and Corporate China. He is the winner of the 2014 Schumpeter Prize for his monograph on Schumpeterian Analysis of Economic Catch-up (2013 Cambridge Univ. Press), and also the 2019 Kapp Prize by EAEPE. He is also awarded the title of EBES Fellow of the Year 2023 by the EBES. He write regularly for Project Syndicate.
Previously, He served as the Vice-chairman of the National Economic Advisory Council for the chair and President of Korea, also as the President of the International Schumpeter Society (2016-18), as a member of the Committee for Development Policy of UN (2013-18), and as a GFC member of the World Economic Forum (2016-19). He obtained Ph.D. in economics from the University of California, Berkeley. His total citations received is about 14,400 with H-index of 55 and I-10 index of 157 (Google Scholar).
Marco Kamiya, UNIDO Representative – Sub-Regional Office Indonesia, the Philippines and Timor Leste
Marco Kamiya is the UNIDO Representative in Jakarta, where he leads the Indonesia, Timor Leste and the Philippines offices and supports ASEAN Affairs. Marco Kamiya was the Chief of the Urban Economy and Finance Branch at UN-HABITAT in Nairobi, Kenya. Previously a senior officer at CAF Development Bank for Latin America in Caracas, and the Inter-American Development Bank in Washington DC. Earlier, as senior economist of PADECO Co., Ltd., in Tokyo, implemented projects globally funded by JICA and JBIC, and briefly was with the World Bank at the Private Sector Development Department as an exchange professional. He has implemented technical cooperation and loan operations in Africa, Asia-Pacific, Latin America, and Eastern Europe, and has published policy reports. Policy publications include “The Shenzhen Story: Innovation Policies in Practice (UN-Habitat, 2019), “Economic Foundations for Sustainable Urbanization” (UN-Habitat & Morphologie Institute Paris, 2018), “Finance for City Leaders Handbook (UN-Habitat and University College London, 2018). He studied International Development at Harvard University (MPA-ID) and possesses a PhD in Economics.
Nobuya Haraguchi, Officer in Charge of the Division of Industrial Policy Research and Statistics, UNIDO
Nobuya Haraguchi is Officer in Charge of the Division of Industrial Policy Research and Statistics at UNIDO, where he oversees the Organization’s research work and industrial policy assessments. His Division is responsible for producing UNIDO’s biennial flagship publication, The Industrial Development Report, conducting country diagnostics for programming, and producing policy recommendations through policy briefs and other publications. Mr. Haraguchi has published extensively on structural change, patterns of manufacturing development, and industrial policy. Prior to joining UNIDO, he taught macroeconomics at a university.
Alexander C. Chandra, Assistant Director /Head of Analysis and Monitoring, ASEAN
Alexander C. Chandra is the Assistant Director/Head of Analysis and Monitoring on Trade, Investment, and Emerging Issues Division at the ASEAN Integration Monitoring Directorate, the ASEAN Secretariat. Formerly an Associate Fellow of the ASEAN Studies Programme at The Habibie Center and the Executive Director of the ASEAN Business Advisory Council (ASEAN-BAC), the official private sector body of ASEAN, Chandra dedicates his career for the promotion and advancement of ASEAN integration. He obtained a Ph.D. degree in Southeast Asian Studies, with specialisation in the political-economy of ASEAN integration, from the University of Hull, UK, in 2004. His key interests are political-economy of Southeast and East Asian regionalism, international trade, and the role of non-state actors in foreign economic policy-making.
Rafaelita Aldaba, Former Minister of Industry, the Philippines
Dr. Rafaelita M. Aldaba is an accomplished economist, researcher, and industry strategist with a distinguished track record in shaping economic policies and strategic plans for government and industry sectors. She has been at the forefront of driving transformative initiatives in Industry 4.0, artificial intelligence for good policy adoption, workforce reskilling and upskilling, innovation and startup ecosystem development. She worked as a Senior Research Fellow and Vice-President at the Philippine Institute for Development Studies. With her extensive experience in development economics, she focused on industrial policy, regional economic integration, international trade, foreign direct investment, innovation, competition policy, and MSME growth. A researcher turned policymaker, she played a crucial role in developing and implementing key strategic frameworks and programs, including the Industry Roadmap Program, Comprehensive Auto Resurgence Strategy Program (CARS) and the Comprehensive National Industrial Strategy. She was also a driving force behind the crafting of the inclusive innovation industrial strategy (i3S), a groundbreaking industrial policy designed to foster inclusive and sustainable growth. Her leadership has been instrumental in launching several initiatives at the DTI, such as the National Artificial Intelligence Strategy Roadmap, Center for AI Research, Industry 4.0 Pilot Factory, and the Regional Inclusive Innovation Centers. She also spearheaded the development of the Philippine Skills Framework to address the critical jobs-skills mismatch in the country, the Creative Industry Development Program (Malikhaing Pinoy), the Industrial Policy Program (Tatak Pinoy), Startup Development Program, and the Inclusive Filipinnovation and Entrepreneurship Roadmap, among many others. Her work on the Smart Industry Readiness Index Assessment and the Technology Utilization Survey in Manufacturing and Agribusiness has been pivotal in enhancing industrial productivity and technological adoption. With her deep expertise and visionary leadership, Rafaelita continues to be a key figure in shaping the future of the economy, driving innovation, and fostering sustainable growth across sectors.
Ahmad Akmal Muhammad, Minister Counsellor (Economic Affairs), the Embassy of Malaysia in Jakarta
Mr. Ahmad Akmal Muhamad serves as the Minister Counsellor (Economic Affairs) at the Embassy of Malaysia in Jakarta, Indonesia. Prior to his current assignment, Mr. Ahmad Akmal held the position of Senior Principal Assistant Director at MITI in Malaysia. He has a robust background of working in the government administration industry. Skilled in Public Affairs, Government, Corporate Communications, Economic Development, and Policy Analysis. Thuy Nguyen, Lecturer, Vietnam national University/Advisor in UNIDO Office Vietnam
Thuy Nguyen has more than twenty years’ experience working in industry and trade development. She is now a lecturer at the University of Economics and Business, Viet Nam National University (VNU). Before joining VNU, she had two years working on responsible business hubs network and supply chain due diligence for GIZ Viet Nam. She used to be a deputy director of Industrial Development Center of Vietnam Industry Agency. She has worked in different units of the Ministry of Industry and Trade as an official and a researcher for twenty years. She specializes in international trade, industrial policy, industrial competitiveness and global value chain analysis.
Thuy holds an MPP from the National Graduate Institute for Policy Studies (GRIPS) in Tokyo, Japan, a BA in Japanese from the Hanoi University, and a BA in Economic Management from the National Economics Univeristy.
Glacer Niño A. Vasquez, Policy Analysis Expert, APEC
Glacer Niño A. Vasquez holds a PhD in Economics, a Master of Arts in Economics, and a Bachelor’s degree in Economics magna cum laude from the University of the Philippines School of Economics.
Prior to joining APEC, Mr Vasquez was a fellow at the Philippine Center for Economic Development, a programme officer at the Centre International de Formation des Autorités et Leaders Philippines, and a United Nations online volunteer at the Internal Displacement Monitoring Centre. His research on development, labour, climate, and applied econometrics has been published in several peer-reviewed journals.
Riatu Mariyatul Qibthiyyah, Head of Department of Economics, University of Indonesia
Riatu Mariatul Qibthiyyah is a public finance expert and academician affiliated with the University of Indonesia, as head of Head of Department of Economic. She earned her Bachelor's degree in Economics from FEB UI in 1999, followed by a Master of Arts in 2002 and a Ph.D. in Economics in 2008, both from Georgia State University. Dr. Qibthiyyah has held several key positions at FEB UI, including Head of the Undergraduate Economics Program from 2009 to 2013 and Associate Director of Research at the Institute for Economic and Social Research (LPEM) in 2014. She served as Director of LPEM FEB UI from 2015 to 2022. Her research focuses on policy evaluation and monitoring, fiscal scheme design, intergovernmental transfers, regulatory impact assessments, and higher education policy. Dr. Qibthiyyah is also a member of the Technical Assistance on Fiscal Decentralization under Indonesia's Ministry of Finance.
Lili Yan Ing, Senior Economist, ERIA
Lili Yan Ing is an economist specializing in international trade and investment. Beside ERIA, Dr Ing also serves as Secretary General of the International Economic Association. Dr Ing was appointed as Lead Advisor to the Minister of Trade of Indonesia from 2017–2019 and Senior Advisor on Trade and Investment at the President’s Office of the Republic of Indonesia from 2015–2016. During her services, Indonesia concluded Regional Comprehensive Economic Partnership (RCEP), the Indonesia—Australia CEPA, the Indonesia—Korea CEPA, and the Indonesia—EFTA CEPA, and reactivated the Indonesia—EU CEPA. She represented Indonesia at G20 Trade Ministers Meeting in Argentina in 2018 and WTO Trade Ministers Meeting organized at the OECD Council Meeting in 2018 and 2019.
Dina Asghliyeva, Senior Climate Economist, Asian Development Bank
Dina Azhgaliyeva is a Senior Climate Economist specializing in climate change at the Asian Development Bank (ADB), a position she has held since October 2024. Prior to this role, she was a Research Fellow at the Asian Development Bank Institute (ADBI) from July 2019 to September 2024. Her research focuses on energy policy, particularly renewable energy, energy efficiency, and energy storage. She has published articles on these topics in journals such as Energy Economics, Energy Policy, and the Journal of Sustainable Finance & Investment. Before joining ADBI, Dr. Azhgaliyeva worked as a Research Fellow in the Energy Studies Institute at the National University of Singapore and at the Henley Business School, University of Reading (UK). She also served as a leading and chief specialist for the Tax Committee at the Ministry of Finance of Kazakhstan. She holds a Ph.D. and an M.Sc. in Economics from the University of Essex (UK).
Siwage Dharma Negara, Senior Fellow, ISEAS Singapore
Siwage Dharma Negara is a Senior Fellow at the ISEAS – Yusof Ishak Institute in Singapore, where he co-coordinates the Indonesia Studies Programme and coordinates the Singapore APEC Study Centre. He earned his Ph.D. in Economics from the University of Melbourne, Australia. Dr. Negara's research focuses on development economics, macroeconomics, trade, and industrial policy, with a particular emphasis on Indonesia. Prior to joining ISEAS, he worked as a researcher at the Indonesian Institute of Sciences (LIPI) and served as an economic consultant for the World Bank Office in Jakarta.
