Introducing UNIDO’s Investment and Technology Promotion Office Beijing

Established in 1990, ITPO Beijing was initially named “UNIDO Investment Promotion Service for China in Beijing (UNIDO IPS)”. Today, the office operates under the name “ITPO Beijing” and is supported by the Chinese Ministry of Commerce and Ministry of Foreign Affairs. In 2020, ITPO Beijing was restructured and restarted, with the innovative establishment of Regional Coordination Centers (RCCs) in the East, South, West, and North of China. These RCCs were established to strengthen the implementation of major foreign investment projects, assist enterprises to “go global”, and promote regional coordination and industrial gradient transfer across various regions of China, thus stimulating bidirectional flow of international capital, technology and talent. In 2024, ITPO Beijing established UNIDO's Fourth Industrial Revolution Accelerator (Hangzhou), as an element of one of the three pillars of the ITPOs-based Institutional Partnership Strategy - Strengthening Capacity, Accelerating & Leading the Ecosystem for Upward investment (SCALE-UP) in China.

ITPO Beijing advocates for digital and green transformation by participating in global forums, conducting capacity building, promoting investment and technology transfer, providing research consulting, and building partnerships to discover, identify, evaluate, and apply technological solutions to promote Inclusive and Sustainable Industrial Development (ISID).

ITPO Beijing sets key and priority agendas through global forums, reports, and action plans, gathering insights from policymakers, industry leaders, and scholars worldwide to facilitate information sharing and build global consensus. ITPO Beijing leverages China's four major national platforms for opening-up: China International Fair for Trade in Services (CIFTIS), China International Import Expo (CIIE), China Import and Export Fair (Canton Fair), Global Digital Trade Expo (GDTE) and other global investment and technology promotion activities such as China International Fair for Investment and Trade (CIFIT) to hold forums, set up booths, organize matchmaking and roadshows, and support competitions. For example, the CIFTIS forum focuses on sustainable investment, with specific topics evolving annually to reflect current hot issues and cutting-edge trends.

ITPO Beijing actively builds partnerships and launched the “UNIDO Fourth Industrial Revolution Alliance” at the third CIIE in 2020. Over the past three years, the Alliance has carried out a series of activities around global value chains, smart mobility, smart healthcare, smart cities, women's empowerment, rural revitalization, and etc. The Alliance's achievements include 8,017 companies with improved management practices, 2,937 companies with increased integration into value chains, 102 technological transfers, 819 intermediary agencies with cognitive/knowledge gains, 136 international organizations with cognitive/knowledge gains, 537 government departments with cognitive/knowledge gains, and 22,426,716 individuals covered/reached. In 2023, ITPO Beijing launched the 4IR Alliance (Phase II), and will become more international and penetrate more industries. In 2024, an expert panel on digital talent was established, with future plans to specialize in areas such as ESG, green transformation, and smart agrifood. In addition, ITPO Beijing has incorporated technologies that are both technically and commercially feasible into the Global Partnership for Sustainable Investment (GPSI).

ITPO Beijing facilitates cross-border visits and leads various institutional partners in exploring cross-sector integration. Key countries and regions include the Middle East, Africa, and Europe. In addition, ITPO Beijing attaches high importance to collaboration with other ITPOs, such as co-organizing events and business delegation visits with ITPO Nigeria and ITPO Germany.

In 2023, ITPO Beijing initiated the Global Call 2023, an annual flagship event of UNIDO, focusing on “Clean and Smart Energy for ISID”. This initiative attracted 315 clean energy solutions from 60 countries across Asia, Europe, North America, South America, and Africa.

Currently, 22 staff and personnel work for ITPO Beijing in China and Vienna, Austria, including Beijing and four RCCs located in Jinan, Xiamen, Chengdu, and Zhengzhou, as well as the accelerator in Hangzhou. WU Yabin leads the team as Head.
