Over the last 30 years, we have worked to phase-out ozone depleting substances(ODS) under the Montreal Protocol, contributing to ozone layer protection and climate change mitigation. The Kigali Amendment (KA) adds hydrofluorocarbons(HFCs) to the list of substances which are to be phased-down. Its ratification, implementation, and enforcement pose challenges but also great opportunities.

An important amendment to the Montreal Protocol was agreed on October 15, 2016 in Kigali, Rwanda. During the 28th Meeting of the Parties to the Montreal Protocol, more than 170 countries agreed to amend the Protocol to include hydrofluorocarbons (HFCs) among controlled substances.

UNIDO has continually sought new, elegant solutions to the challenge of phasing out ozone depleting substances. In developing countries, the phase out of methyl bromide – in which UNIDO assisted 70 per cent of projects worldwide – is a perfect example. Through a number of inventive, ozone friendly methods, UNIDO not only helped developing countries to phase out the ozone depleting chemical, but actually assisted individuals, companies, and industry to improve their products, food security and economic output along the way.
